Dam Break Creates Floods, Problems in Southern Ukraine
The Kakhovka dam in the Russian-controlled Kherson area of Ukraine failed Tuesday. Both sides blame the other for the disaster, which is causing flooding and is likely to cut off some water to Russian-controlled Crimea.
